One of my users is complaining he's getting this error frequently: server refused to allow a connection on Port 110, for his POP account. Can that be related to this IMAP failing issue?
Well, more accurate investigation is needed. There can be issues with his local settings, like firewall, antivirus or Internet connection. Or server firewall related problems because the client may connect to POP server too often and got greylisted.
He says it started this morning, or last night and that it checks mail every 5 minutes.
May we have his/her IP address?

Connections from this IP were rejected by the firewall. Please, ask him to check emails less often, every 15 minutes for example.
I'll suggest he try IMAP instead. 5 minutes should be OK though, shouldn't it?
Changing to IMAP should work.

He's staying on POP for now, and has the check mail set to manual, so only once in a while, but he says it's still giving him the same problem. And says that his other email accounts are fine.
BTW, I'm still getting an IMAP failed message about every 20 minutes or so.
If you grep his IP in /var/log/messages you will see he is trying to connect to port 587 which is the reason he is getting blocked.
He should reconfigure his mail program to use port 25 or 26 when trying to use SMTP on your server.
