Yes, it's sufficient for simple web-design, you may need CSS for more sophisticated one.

If you want to apply some dynamic pages or forms you will need some scripting: Javascript, Perl, PHP, etc.

anjalijan- Instead of HTML for web design you can keep things simple by designing you web presence with a blog. You can use a tool like blogger.com

Yup! HTML will get you around, but it won't get you very far. You can using built in blog tools by blogger / wordpress. They're a lot more versatile (and easy to manage) than HTML in a lot of cases.

These programs are really made for web design. But if HTML is all the background you have, it might be best to start somewhere simple. Wordpress, Drupal, Joomla is one way to get familiar with web design...

Yeap, I agree. HTML + CSS is ideal for creating a website. For sure some complicated elements will need javascripts, php, etc, but you will easily find examples on the web.

Also, once website is done in HTML you can port it to ModX for example, it is really convenient.

Dear html + css is enough for web designing and you may design static websites using html..But for dynamic or development you need to learn PHP, ASP etc..
