    Yes my dear friend, Sohail i completely agree HTML and CSS is enough for web designing whereas for dynamic or development you need to learn PHP, ASP etc.

    Use of CSS is good with HTML. This help you in time saving to create page more.

    HTML is good enough, but to keep your code clean you would go to CSS, but if you need to do some advance actions to your site you need javascript.

    HTML is not enough for website designing. CSS and Photoshop is very helpful to make designs and templates.

    I think HTML is best suited with CSS. It is time saving job.

    If you want design any static website, so you don't have necessary any scripting language, you can create that type website to HTML and css.
    But when you want to create dynamic site then you have necessary anyone scripting language such as php, jsp, .net with java script, json, and XML. So its your choice what type website you want to create.
