It works exactly the same way as your forums. You have the frontend and you have the admin area. The admin of your forum is where you adjust the vBulletin settings and the admin area in Joomla is where you adjust the settings of Joomla.

thanks matt. i feel like an idiot. i imagine the rest is as easy as the install and i spent the last week trying to figure the install out and it was just a click of a button with the program you all installed for me
The Joomla admin username and password are completely separate from your cPanel username and password. In fact, you should make them different for security purposes.
Coming soon page: in the admin, go to Site > Global Configuration and you'll see the Site offline selector and the offline message.
