Default Why "This user is protected. You may not use this tool on this user"

Hello, I try to apply the tool spam-o-matic on a spammer but I get this message:

This user is protected. You may not use this tool on this user.

    Why? What does it mean?

    Hello,

It means that you try to apply it for post created by moderator or administrator.

Thank you. The message is not an administrator or moderator.

But before applying spam-o-matic, move it to a trash forum.

On the move could not work?
    Thank you

PS: A curiosity, which I can do if "denounced" by mistake to a legitimate user?

Trash could be the issue. Spam-o-Matic should be applied towards newly created threads.

As to legitimate user - that depends on kind of action you choose. If it is removal - database restoration will help. But you can check "ban" option for users and "Soft delete" for message itself. In that case you will be able to unban user from admin control panel.
