If you are receiving this error make sure that your paths are correct.

Check in ubr_ini.php for thos line

$PATH_TO_UPLOAD_SCRIPT

And make sure that it is set to:

/clipshare/cgi-bin/ubr_upload.pl

The above assumes that your script is installed at yourdomain.com/clipshare.
