Can you provide details as to why? I can understand why you wouldn't allow anonymous uploads, but why is it an issue to allow Glowhost customers the ability to post anonymous ftp downloads?
I have a customer who has a legitmate need to distribute files and I'd prefer that he do it via ftp. This customer is not web savy and I'd prefer to keep him out of the public_html directory.
At the very least, if you're not going to support a service you should disable all related cPanel options.

It is disabled in our WHM, however it still shows in user cPanels. It is not simply a matter of removing it. As with most things, there is more to it than meets the eye. I can get into details if you like, but in a nutshell, if you remove it it just comes back the next time cPanel is updated. It is a cPanel bug that they have not fixed. One would think if it was disabled in WHM, it would disappear from all user cPanels. Currently it does not, so there are some work arounds.
I suggest you do if you do not like it there, to make your own cPanel theme to remove it, or use something like RV Skin. We actually plan on installing RV Skin eventually since it is a lot more comprehensive as far as to what can truly be disabled from cPanel.
If you customer is legit, it is no problem to give him ftp access, and to also keep him out of the public_html directory. Surely he knows how to use a username and password right? If he does, then go into your cPanel FTP Manager and click on "ftp accounts" then click "add ftp account"
Give him a login, and password, and specify the directory you want him to access. this can be a directory solely for ftp or one that contains web files.
