Can you provide details as to why? I can understand why you wouldn't allow anonymous uploads, but why is it an issue to allow Glowhost customers the ability to post anonymous ftp downloads?
I have a customer who has a legitmate need to distribute files and I'd prefer that he do it via ftp. This customer is not web savy and I'd prefer to keep him out of the public_html directory.
At the very least, if you're not going to support a service you should disable all related cPanel options.
