    Post [How To] enable telnet for Windows 7 / Vista

    1. Open control panel.
    2. Then go into programs.
    3. Then in programs and features there should be a part that says ‘turn windows features on or off ‘ .
    4. Click ‘turn windows features on or off ‘ then on the list that appears simply check the box beside: Telnet Client.
    5. Then click ok.

    After that telnet will work as usually.

    I have found an easy method with CMD.
    1. Open the Command Prompt by typing cmd into the Run box.
    2. At the command line, type pkgmgr /iu:"TelnetClient" and press ↵ Enter.
    3. After a moment, you will returned to the command prompt.
    4. Restart the command prompt to begin using Telnet.
