HELP....Encoding Video not working

I am using Vidiscript.com and the requirements are here....Free Youtube Clone - Video Sharing Script PHP - Free Video Upload Script

I have installed and everything is setup correctly, but it does not encode any files, or create thumbnails. Can you please help me with this?
