That is the server time. It is red in color if it does not match our default server time, since some users prefer their servers to not be on US EST. The original concept was to indicate servers with slow clocks as it would turn red when they were a few minutes behind our master server, but these days it is nearly useless with the various machines and time settings that their owners require.
