If you look at the right corner on the top, you'll see the name of the column, Time Recorded. This column shows the time when the record was taken. So, when you click on your VPS, you get the history of its load taken with 5 minutes interval. Delay 21 sec message means that the information was taken with 21 sec delay, it can be caused by the load on the server, network issues etc. When area turns to a red background it means that load on the server is higher than allowed.
