I cannot access webmail from work, school, or Internet Cafe (or similar)

This may help some of you facing this problem with cPanel. More info can be found in this thread regarding logging into cpanel behind a firewall.

This should allow not only access to webmail, but cPanel as well if you find your network admins have blocked the cPanel ports as well.
